White lost on time. Black has material to mate, and a position where its possible to check mate. White is not stalemated. There is no reason that should have ended in a draw.

White has only one legal move: 45.Kxa7. Black can then respond with 45...Ra3#. It wouldn't make sense to allow white to draw the game by running out the clock instead of playing a losing move.
