To tell you the truth (although I'm not wild about the answer), I would be surprised if Putin is not at least a Class A player, if not a Candidate Master. Scratch an old Russian and you will likely scratch a pretty good player. And even if they can't play chess, be careful about playing dominoes with them for a wager.
Perhaps it's changed, but Russia has now long had a chess-loving culture. And, despite my serious disagreement with Putin's recent actions, I have to suspect that if he were not very intelligent (and a few other things) he would not be in his current position.
I'm not fond of Putin's recent decisions. But I would be careful not to underrate him.

Rated games are almost better than correspondence games because your rating will drop down and rise up depending on how you play, so analyzing seems more needed.
