Is it okay to offer a draw when no moves were made?

What I mean is beginning a game with a draw offer. I've seen this quite many times OTB, but I'm not sure if it works in online chess, I've not seen it here yet. Is it fine?
At least in fide tournaments it's illegal, and in online chess you can just abort the game.
But if you abort too many games you will temporary banned
Offerring a draw when no moves have been made is not legal under FIDE rules at minimum both player need make one move otherwise game will be considered as non played . Lots of tournaments have a specific rule that draw may not be offered before move 30 has been completed.

On online as soon as draw button is there feel free. I see noi point of if - usually- but there is nothing wrong about it
