The strongest non-champion chess player ever

Who do you think was(or is) the strongest uncrowned chess player ever? In my opinion it is Fabiano Caruana.
Kasparov? holder champion title for quite long.
Keres was pretty strong but comparing people who did not play each other moot.
Rubinstein could not raise the money to play for the title
Nimzovich could not raise the money to play for the title
Keres was not allowed to play for the title as he had collaborated with Germany during the Second World War
Bronstein was not allowed to win against Botvinnik as he was the nephew of Trotzky
@ZintaGira I have to agree with you... Fabi has lately shown himself to be a true master of the game, and deservers a world title in my opinion.
@ChessMathNerd In 2014 Fabiano Caruana won the Sinquefield Cup with a 3103 performance rating. It is the best tournament result ever, even better than Karpov’s performance in Linares-1992. He won 7 games in a row against top grandmasters: Carlsen, MVL, Aronian, Nakamura, Topalov. He is #2 in the ranking for a long time and very consistent. Also he was a world title challenger in 2018 and can be in 2021. I think this is enough to consider him the best uncrowned chess player ever.
