Racing Kings Loss/Victory instead of draw

Why does sometimes the game can end in a draw when both kings reach the same end, but sometimes the game ends in loss/victory? I don't understand. The king can move to the finish line, so why not? I'm not trying to get rating back, but I don't understand...

White has the first move. If the black king reaches the last line first, he has won, because now both players have the same number of moves, but white is not reached the goal.
If the white king reaches the last line first, black can equalize with his next move, because then both players reached the goal with the same number of moves.
