No rating refund or notification?

I was just playing a bit in the classical shield and noticed I had gone up like 10 places in the standings after a loss, So I checked if I lost to a cheater earlier in the tournament and indeed I did. I got the tournament points back but usually if you lose to a cheater you get a rating refund and a notification that you lost to a cheater. I only lost like 2 points so I don't really care about that but I just thought I'd let you know it happened.

I think you get the notification if you created the report.
