Second, the rate of cheating players is different from the rate of games with cheating, because many cheaters cheat only in a fraction of their games.
And third, you should realize that cheating detection is difficult in correspondence mode, where you played the majority of your games.

#1 If you reported still he did not ban after 48hrs then he is not cheating or you may have used offensive words in "report" Lichess don't take reports where it has offensive words or still you did not use offensive words then you can use lichess appeal: https://lichess.org/page/appeal
But if you are 100% trusting that he cheated then use it otherwise your account will be closed if you make a false appeal or silly appeals
NOTE: You may think it is normal but once they ban you, you cannot make another account in lichess. Even if you make in few hours or minutes they will close that account.

I remember getting refunded rating points all the time due to cheaters on here, even without having to report. I haven't had any refunded points in the past few months atleast.
Maybe ExploringWAs is on to something but its not lichess fault since there has been alot of new players and possibly not enough moderators to keep up with them.

I thought I’d run into cheaters a couple of times as they played some vey hard to see moves and really wacky openings.. no mistakes, no inaccuracies, no blunders.... then I looked at a couple of my own games and had the same.. it’s very very very very rare I can do that, maybe 0.01% .. but if I can, then anyone can... I’m pretty sure in those games I lost where I thought the other player ‘might have cheated’, I realised that a) I can’t really tell as I’m not that smart and b) (much more likely) I’m just a really s*** chess player.
But if you need to cheat to beat a 1200 then your self esteem must be zero and in all honesty, I pity you.

Cheaters exist! I have reported someone as an obvious cheater at a recent team battle... nothing happened. After we confronted him with our clues, he admitted that someone else played with his account. He promised us that he will never do it again.
On the other hand I must admit that it is indeed very difficult to ban a player only on clues. The presumption of innocence is one of the highest principle of our human rights. Therefore Lichess can only cancel accounts who are clear-cut cheaters.
