Only Black timed out, White had 0.09 seconds left. I do know it is possible for both players to time out on FICS since autoflag is optional, in which case the game is a draw I believe. I don't think that's possible on Lichess though.

No, it showed 0.0 (not 0.00) because it rounded down. If you look at the move times graph and hover over the last move, you can see that it was actually 0.09 seconds.

I checked in the lichess analyses and before whites last move, he had 0.09 seconds and made his move within that time, making him have 0.00 but i had 0.006 second and ran out of time, i think its the turn based aspect of the game, we both hit 0 but my 0 was simply reached without premonition

He had 0.96 before his final move and made it in 0.87 seconds, leaving him with 0.09 seconds. He never made a move with 0.09 seconds on the clock, that is the time he had left at the end of the game. You had 0.60 seconds (not sure where you got 0.006 seconds, maybe you misread?) and failed to make a move in that time, so you lost the game.

I don't understand what you're trying to saying. Only you hit zero, since your opponent had 0.09 seconds left at the end of the game.
