once i was arbiter at a school chess tournament. this is extreme low level chess.
i do not interfere even when 4 different pieces check the king. (yes i have seen this happen)
the style of arbiter for me is if one of the kids protest i review their protest according to the chess rules.
once a kid felt cheated because of the en passant rule. the other kid knew the rule i explained and with a sad face the kid accepted. Next game i had to go to the kids table again. the kid thought he was cleaver and took a pawn en passant. only the pawn went from b3 to b4. not from b2 to b4 so en passant was not possible. with pain in my heart i had to deny him his capture. Kid went crying a lot.

The cheating accusations are the funniest reactions of course...
If it was actually a case of "cheating" / "hacking" - why would they limit themselves to capturing pawns that way and not, say, your queen? :p
