The specific individual is who matters; not their age. We do not know the person(s) better than you do. What do you know about them? If others are close to them, you can ask them for suggestions and information.
If you have nothing to go off of, gifting money is always an option. Yes, it is lame. But it is better than something they will not like.
Toothpaste and deodorant are always good for teenagers.
