you have to play in OTB tournaments, meet requirements, once eligible then simply verify

To become a titled player, you must play FIDE OTB (Over the Board) games, in the classical time control. Depending on the title, you have to have an according Rating or Norms.
To become a tilted player, well, get tilted!

Play FIDE rated OTB tournaments.
