@Mopman Wuhan acted as if it was not airborne. There are other Chinese provinces with better public health services and more willing to take a stand against the political establishment. Bottom line is they thought it could be contained and deferred to the political party. Very early on China did report one of the first cases and the individual was allowed to return to Europe. Even G W Bush ordered a response plan for this type of outbreak. If this had occurred on his watch there would have been a significantly different response.
