I don't know if it's just me, but my rating always seems to be bouncing up and down, reaching as low as 1250 and as high as 1350 but never higher. does anyone know how to sort this out so it stops happening in order for me to finally hold a stable higher rating?

Everyone's rating fluctuates within a certain band. It just means you're human. Rejoice!

no it does not. ratings of bots fluctuate within a certain band as well [edit: see e.g. @maia1]. even if you did a simulation of some perfectly 1250 rated mathematical object, its practical rating would still fluctuate. the fluctuation happens because ratings are estimates based on chance events.

if you are indeed human, then you can do that. however, trying to make bot behaviour sound human is typical bot behaviour. they're obsessed with the turing test.

how do you know? maybe some deceiving god or evil spirit is tricking you into thinking so. maybe you don't even exist.

if you want to hold a higher rating (within another, higher band), the best way to do so is to get better at chess. how one gets better at chess i wouldn't know, otherwise i'd be better at chess.
