No, there are more bots that play atomic, for example @GodelEscherBot.
Bots run on the computers of their owners, not on Lichess servers. If they decide not to run it 24h/24h, then the bot will not be online all the time.

AtomicChessBot is unique in the sense that it plays from a human opening book.
The book was built using all available lichess atomic games ( database.lichess.org/ ) where BOTH players were rated > 2200.
Moves are chosen using weighted random strategy with minimum weight 1 ( this means that blunders are also played albeit with very low probability ).
Bot plays only rated atomic games against humans, blitz or faster. Other challenges are declined.
It lets you practice openings played by human players ( not the same as playing Stockfish level 8 ).
The games being rated introduces a stake which encourages making a real effort on the part of the human player.
