In a forum, people reply to others by using there name in blue. How do they do that?

Just type @ in front of their name

Yes, and when you start typing in their name, a menu will appear to suggest the usernames you might be replying/talking to

People get preeeeety annoyed if they get like 100 pings in their inbox.
