Absent players in swiss tournaments

In most swiss tournaments, many players join and do not play at all.
That would normally not be a problem, as the opponent can normally claim victory after some time, but in swiss games specifically this does not happen, the opponents are forced to wait for the whole time control. On top of that, after the game, the players who are not present are not penalized in any way, rating is not changed.
I believe this is a serious issue and should be updated, made the same as any regular games on the site (if a player leaves the game or is not present, the opponent should be able to claim victory and not have to wait).
If there is a specific reason why swiss tournaments were designed this way, please let me know.
