Can someone explain this video?

At move 60 Penguin has a clock time of 0.0051. He then wins the game on move 76 with a clock time 0.0046.
How has he been able to do this?

I didn't look at the end before, but your question then is not about winning the game. It's about premoves. He did premoves. Do you know what those are?
