I can't remember blocking anyone. Basically, cheating and letting the clock run down do happen, but I don't think that they are a major problem.
In fact, I've let the clock run - not because of ill-will, but because somebody is at the door or somebody in the house wants to speak to me. I hope that I will be able to return to the game, but then find that I can't. If I know, I will try to resign, but this is not always realistic.

I've blocked 113, almost all for abandoning the game after they lose their queen, or are about to get checkmated, etc. Is it possible they don't know what jerks they are being? I'm guessing these would be the "delayers" of the original post. A
"nonstarter" would be someone who never makes a first move? This doesn't bother me so much, and you can always abort before the countdown completes. As for sandbaggers, how do you actually identify them?

I block people who stall, manipulate their rating or decide to say something I don’t like in the chats. My logic is there’s no harm in removing a couple people from my lichess experience... what do you think? I’ve blocked around 15-20 people

I’m pretty sure most people know exactly what they’re doing when they do this, they’re angry and want to get back at you anyway they can even though you’ve just played better fairly. ️
