NM is certainly attainable in ones later years. I dont think that people under 2000 appreciate how hard it is to keep on improving after 2000. And it only gets harder as you keep pushing higher.

Each ELO 200 improvement demands you to beat your earlier-self by 75% of the times... The knowledge you need to obtain can be also exponential... But I don't know, sometimes when you change you gameplay you can change everything.

No clue. I havent played an over the board tournament in over 10 years. I was referring to lichess ratings, not FIDE.
Yes, age does matter. 150 year old people can't play chess, because they would be dead!
