In a correspondence game that I am currently playing, the same position has repeated three times, but there is no button that allows me to claim a draw by threefold repetition. Is there a reason for this? Here is a link to the game:

Update: the threefold repetition button is there now, I'm not sure why it wasn't earlier. Do you have to have played the last move then leave and rejoin the page to accept threefold repetition in correspondence?

The standard line (for both correspondence and faster) is that if you are the one causing repetition, you have to actually claim the draw BEFORE you make the repeating move. With a scoresheet, that's easy (see FIDE rules for procedure); on Lichess it's not so simple -- you have to use the offer-draw button and then make your move, at which time the offer is converted into a claim.
I've not done this myself (I just changed the setting so Lichess auto-caims all threefolds for me). Some other forum users say it's not so simple. But that's my understanding.
If your opponent is the one who made the repetition, then you should have access to the button. Until you move. That's probably why it appears now.

When I could finally claim the draw, it was after my turn, and it was the fifth consecutive move that I should have been able to claim threefold repetition, by my count and verified by Stockfish. It was actually on the fourth occurrence of the position when I could finally claim the draw.

I have noticed the same thing.
In my settings I have chosen "Claim draw on threefold repetition automatically". But it did not happen automatically in this correspondence game.

What do you mean "this correspondence game"? You weren't fork2020's opponent.
