which european countries do you think have overated and underated elo? like a 1200 from an underated country performs as a 1600 of an overated country
None. This would require strong isolation between such a country and the rest of europe.

Turkey and Serbia are vastly underrated in my opinion.
Would it make sense that countries that do not have a huge amount of FIDE rated tournaments would tend to have underrated players. The players could study just as hard and play online just as much but may not have to opportunity to play rated tournaments or matches every weekend?
This isn't European but Vietnamese people are very underrated eg; Tuan Minh Le. Also, obviously Indian people are underrated.
