Yes, dirt is the absolute hardest block to get in survival Minecraft. Doing so requires you to perform these steps exactly as they are shown:
Step 1 - Find a crafting table (you need a crafting table to craft a crafting table) by locating a village.
Step 2 - Since you can't chop down trees with your bare hands, first obtain the How Did We Get Here? advancement by getting every status effect at once.
Step 3 - Doing so, if done correctly, will grant you a wooden shovel.
Step 4 - Use your crafting table to decraft the wooden shovel into planks.
Step 5 - You may now craft a wooden pickaxe. However you need a stone pickaxe to mine stone, so first mine some stone with the wooden pickaxe to craft into a stone pickaxe before attempting to craft a stone pickaxe.
Step 6 - Follow natural gameplay progression and beat the ender dragon.
Step 7 - Collect the dragon egg and the elytra.
Step 8 - Go to a woodland mansion and find a totem.
Step 9 - Now that you have obtained all the legendary items needed to craft a wooden shovel, alternate chopping wood with the egg, then the elytra, then the totem. Ensure a steady, even rhythm to produce the highest quality wood. If you need help, ask your nearest cow.
Step 10 - You can finally craft a wooden shovel! Craft it now.
Step 11 - Search for dirt. It is the rarest block in the game, so it is no surprise this may take a while. Most spawns only spawn you directly on top of dirt, this is clearly too rare to find successfully in most cases.
