Is it a real problem ? If player never participate in any tournaments he can lower his rating down to minus infinity without doing any damage or evil to other players. Sandbagging is bad only if a strong player uses this method to win skill-limited tournament etc... If he just looks how far he can go down in rating - let him try, it's only his own problem how to get back to his level after this...
@petri999 why not if you play league of legends they have a similar problem the lowest ranks have just as few players as there are the best players at the game. it's impossible to get there naturally and if you try to intentionally feed to get there you will get banned. the only viable way to get there is ironically to be one of the best players so you can loss trade in a group and beat the other loss traders at their game
Normally (in case of „regular“ otb ratings) you have to adjust the borders to make your formulas fit for the future. A small deviation 5 digits after the point can have serious effects in respect to inflation/deflation.

We had an adjustment in Germany because due to the formulas suddenly two-digit ratings ermerged, <100. So a floor is important, but which exactly? Trial and error to meet the requirements i.e. a stable rating space.
Well not exactly. What caused situation German can result from many things. What floors and deviations from formulas so THEY cause inflation or deflation . Deflation can come from loads of fast developing players. Origina Elo formulas are not really handling that situation too well

Why would games go on forever? If you intend on losing, you can just resign, or have the clock run out.

I agree with much of what you say, however I would not encourage players to purposely lower rating in any circumstance.

One must consider the world wide variety of players personality conditions. ect...

For 1 example: I have A.D.H.D and I still struggle with consistency. I'm committed to improve.. Though I may be taking the long road.

I intentionally lowered my KOTH rating to 600, which I hope is okay. I am not planning to play any more KOTH, and I was just curious what the new rating floor was.
I'm no expert, but doesn't a high rating floor like 800 cause inflation? If a 1000 beats a 800 (who should be 300), they get + 8 points instead of +1. Then 1200 beats 1000 and gets another +8 and so on and so on.... And then it has a knock on effect up the ladder, no?
On lichess, 300 is incredibly weak. It is probably around the level of someone who has literally never played chess before, and only kind of gets the rules.
