Why do some puzzles end prematurely?

Obviously a puzzle will end as soon as Stockfish has to play a move that will result in multiple winning continuations (checkmate notwithstanding). But I still run into some puzzles that end inexplicably early. Here's an example: https://lichess.org/training/45yxM. The puzzle ends after Qf4+. But if white responds with Qg3, then black has to be precise and throw in a check before capturing the undefended rook. So I'm curious why the puzzle ends when it does.

I agree, 28. Qg3 Qh6! could and should have been part of the puzzle.

Because they are all computer generated. I recommend to buy a book for puzzles.
