Discussing with opponent in OTB match is cheating?

Making a commotion is much worse than asking for a takeback. Both players should be thrown out of the tournament if they disturbed other players.

In the old times you were allowed to write down your move first and then play it. People often realised they were about to make a mistake and then crossed out their written move and played another one. This is now forbidden. If both players have written the same move on their score sheets and then both crossed it out or correction taped it, then it is obvious an illegal takeback has happened and the arbiter should take action.

If it was rapid, then no score sheet was needed, so the arbiter could not know if he did not notice.
@tpr I said only the score slip had to be submitted players could keep the recording.

It was in 2017 rapid U10. I was there to them coming out of the tournament hall.
I don't know about "cheating," but it is definitely against the rules. IMO, "cheating" means, for example, rigging the deck in cards, or using Stockfish in chess, in order to give yourself an unfair advantage. Talking with your opponent does not give you an unfair advantage IMO, but it is forbidden in USCF, FIDE, ECF, etc. tourneys.

Talking is forbidden and takeback is forbidden too.

4.6 When, as a legal move or part of a legal move, a piece has been released on a square, it
cannot be moved to another square on this move.

12.6 It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes
unreasonable claims, unreasonable offers of a draw or the introduction of a source of
noise into the playing area.
