I haven't really played played chess in years... (except U.B and H.B because my attention span is even worse than a goldfish now). Any tips to bring me back to a decent player?

I'm not a strong player or a pro player, but I would suggest playing longer time controls without any distractions (TV, YouTube videos, music...). The brain is like a muscle, it needs time to regain its usual strength.
It's like when you start practicing a sport after a long break. Imagine you used to do 50 push-ups effortlessly—if you stop for many years, you won't be able to do those 50 push-ups as easily as before. I think time and dedication are the best remedies for your situation.

When you have a solid exposure to chess, you never truly forget it. Even if you don't play for years you can rather quickly, typically in a few weeks of training, get close to your level when you stopped.
It is very similar to muscle memory in that regard.

I am also bad now. I haven't played for 3 months. I haven't studied or trained chess for one year.
Yes, stop using this account, create a new one, play only blitz and rapid but with decent numbers everyday. It will help to grow new habit.
The attention span of a goldfish is not conducive to good chess. But do you really feel that you have become bad? Or were you always bad?
I had periods where I stopped playing OTB tournaments for years. When I resumed, there was a period of adjustment but fairly quickly I was back to my old level.

What is U.B and H.B?
Also, anyone has his methods to recover, some need a rest as example or reconsider their games and learn from the mistakes. This all require focus and no trouble irl or other stress.
Good luck.

Maybe his attention span prevented him from typing out ultra-bullet and hyper-bullet. :-O
