Rating change on decimal point gain.

Hypothetically, if I played an OTB tournament, and gained 13.3 rating pts, would my new rating be 13pts or 14pts higher than my initial rating?
I'm pretty sure they round down, but would that point even matter in the long haul?
Just curious about FIDEs rounding practices. Would be nice to know.
Point five usually gets rounded up because there is usually more decimal points after the five but if its exactly five you could either round up or down then. I believe a perfect five is usually rounded up since our ratings can easily fluctuate one hundred points you are talking about something that is one thousand of that so it would be like buying something for one thousand dollars and then getting a rebate of a dollar or being over charged a dollar one thousand of your rating will not make a difference in the type of chess player your rating says you are.

Also I believe all our ratings are exaggerated by as much as two hundred points because this is a closed system and there are a lot of players that have no ideal how to play chess and it distorts the ratings. Also you may not get a good percentage of elite players and that also will change the ratings.
I was talking about FIDE OTB ratings. A person with no idea of how to play the game will not be able to get one. I am not interested in your opinions on rating inflation. If you do not know how FIDE handles rounding, then please don't answer.
As far as I can rememeber it is rounded correctly, so in this case down. >0.5 up.

Is there any possibility to match between the lichess rating and the FIDE rating? Thanks.
I believe I once saw an explanation on the FIDE site that the decimal is used in future calculations to make the rating more accurate. And that normal rounding up and down is used when displaying the actual show rating. I might be able to find the explanation again if you want to see it, but I am not sure. I had a similar question to that when I noticed they used decimal in calculation and did a search on it. When I saw the explanation I didn't think twice about it.
