Why am I getting less plus/minus points in rated ? like +7, +10 etc.

because your rating is stabilized when you steadily play games

I would argue that Lichess rating points are a liquid substance, running through your hands like milk. Therefore "less rating points" is correct. (;
There is not a fixed value of points you get from every match. It depends on many different factors: opponent rating, how long it past since the last time you played...

For example, if you don't play for months, your first games after restarting will modify your rating more than when you play consistently
Don't think of rating points as punishment for losing or a reward for winning. They are just lichess's ( or Glicko-2's) attempt to estimate your strength. So if it thinks your rating is already pretty close, it will apply small adjustments. If it thinks your rating is less accurate, the adjustments will be larger. The assessment of your rating quality is "rating deviation (RD)", and is shown in everyone's profile.
