I wasn't aware that Lichess had one of these leagues, too (45+45) but of course I've been aware of the one on ICC and even participated in it in the past. The thing is that ICC has disconnection protection and saves the game on the server to be resumed whenever. I don't see anything like that here. A 45+45 can go on for a few hours so it just feels risky to play a league game of that length here.
There's a rule that one may not "claim victory" so you can just reconnect.
Besides I don't think I ever disconnected from any game on lichess. (except on some of the site updates)

Also I've never heard of the ICC one. :D (never played on that site)

It's not the same thing. The 45+45 here wouldn't exist if it weren't for the ICC 45+45. That's where the idea comes from and that's the big "team 45/45" league with like 70+ teams in it. It's probably the best thing about that site other than their live broadcasts.

You're talking about a disconnect from the server on my behalf. I'm talking about a) the server going down b) a thunderstorm/snowstorm that knocks someone out of power, etc. In these kinds of situations, simply being able to reconnect is not an option. That's the point. In these cases, it's a non issue on ICC since the game is perma saved on the server. It can be resumed anytime and if one party refuses to resume in a reasonable time frame over the next week or so, the game is either forfeited or in some cases even adjudicated by a panel.

They (ICC) also have an extremely competitive 90+30 individual's league run the same way. The long chess leagues are definitely one thing that ICC does better than anyone else.
Lichess servers going down (unplanned, not for updates) is practically unheard of. I'm not sure what you're talking about with the thunderstorms, but I don't think that can be an issue. And while Lichess doesn't have the option to pause and resume rated games, you can always start a new game from the last position of the first game, which is basically the same.
I also ask myself if allowing games to be resumed after a week is such a good idea, but I trust the people running those leagues know what they're doing.

I don't think your power or internet going out is that far fetched. It happens all the time. Oh, wait. I see you're in Europe. Yeah, here in the States the power still goes out sometimes if the wind blows in the wrong direction. Power surges, outages during thunderstorms, and more likely prolonged outages due to winter storms are all still pretty common. No, it's not like the 80's or anything but it's still nowhere near as reliable as you would expect it to be here in 2017.

You have to realize that on the thunderstorm front: If you live in the southeast or midwest US, severe thunderstorms are like clockwork for several months straight each year. Tornado season can be extremely active and lead to several days of prolonged severe weather. Outages during and as a result of these events can be extreme and are not only not uncommon, but fairly common in rural and suburban areas.
And my internet always seems to go away when I'm one move away from delivering checkmate.
Ironically, I'm having a thunderstorm right now and there's some pretty frequent/vivid lightning with it. I can't start a game now. It's a complete crapshoot as to if I keep power or not and if I lose it, I have absolutely no idea if it's for 5 minutes or 5 hours. So, as infrastructure has become a political talking point in the US, it's with good reason. We're stretched far too thin and everything that deals with communication (other than cellular, of course) is still hardwired above ground. It's way behind the times.
Sure, I can understand that. But as I explained, resuming a game from the previous position is perfectly possible on lichess. In which case it's not a platform issue anymore, but just up to the organisers of that league to decide if stopping and resuming games should be allowed (and under which circumstances).
