I only wanted to takea draw. but this guy is trolling me!

Should note that in USCF tournaments, there is a rule in classical time controls called "insufficient losing chances" where you can call the arbiter and literally end the game in a draw if the position is so basic that a 1000 player could draw Stockfish. If it's something like K+R vs K+B, perhaps the arbiter will deny the claim, but definitely K+R vs K+R will be ended.

No one in classical OTB tournaments is playing K+R vs K+R. Besides the rules I just mentioned, sitting across from someone and looking them in the face is very different from playing online.
I do not know any other rule set with such a rule. USCF has always had bit odd rules so t ́goes on that list. I seen totally drawn endgame end up in win as the other player got tired and lost the only rook. lf my memory server it k+r vs k+r

OK rules aside, so do you think it is the correct thing to do to play K+R vs K+R out at a remotely decent level?

Scenario 1) Swiss with double rounds, shortish break between rounds. You play this for hours so you both have less/no time for lunch/nap/break

Scenario 2) League event, where people from both teams are waiting for you to finish.

What are you trying to prove by playing on and how does it justify all the friction?
It is unpolite to go on but is not for rules start making such a judgement. There are already rules for 50 moves and "not trying win by normal means" and latter - overly meddling - is to applied only when opponent has less than 2 minutes on clock and it is a quickplay finnish where such mixing into game is acceptable. with increment 50 move rule is enough.
