I’d pay every internet provider including Starlink to ban Chessmood. Then I’d pay off the cops to arrest Avetek and impound his motorcycle the second he crossed the city limits.
a chess "palace" where there would be a huge library of chess books (and also chess-inspired books), chess-inspired art, a large, spacious tournament room, a for analysis with noise barriers. several training rooms, resources to practice chess for free for young people. such a project would be overpriced but could be interesting, financially it could hold: it could be a residence for chess players who could do simulations / paid lessons but accessible to all, access to the contents of chess would be free for young people up to a certain age, (and also for the elderly) then a flexible price subscription for those who wish to play in a club regularly (and having access to all content), the rest would work with donations and subsidies for the status of establishment for educational and sporting purposes, certainly, the building must be heated and probably also be connected to water, for heating, solar energy (or electricity by turbines) and good insulation would guarantee proper operation, moreover a historic building could be restored to become like this.
the money would only be used to improve the building. not a lot of computer
because work accounts (like an account for 10 players and stuff like that on chess sites) should be banned because we need to respect these sites. nevertheless, encourage as many people as possible to discover at home these wonderful chess sites like this dear Lichess! if this kind of thing interests famous players, it can become very interesting and be attractive for a city!
I would invite former world champions like Nona Gaprindashvili, Maia Chiburdanidze, Xie Jun, Susan Polgar, (...) Hou Yifan, Tan Zhongyi and current champion Ju Wenjun to my city to promote chess.

I'd love to start chess + other games site that could generate 20+ million $$ in profits yearly. I'd fund chess clubs or start new ones in impoverished areas and payout $1-2 million + in prize money from tournaments nationwide plus donate to purse for current tournaments.

Would spoil my employees let them work from home or Fiji. Also would want to build affordable housing and tech training skills for young people bc they damn near can't afford to live off the typical wages for unskilled labor.

Would really like to see $2 million yearly prize money available for under 18 talent to help support their passion for chess. Most can't afford all the travel expenses to compete at major events.

But I'm not Elon Musk. So none of that is happening.
