i feel like 3.Ne2 or even 3.a3 could be an improved version of this gambit, as both moves are more useful than c4

Funny gambit. but I advice playing it in bullet games, and under like 2000 rating, otherwise it's too risky (also, not on otb tournaments). However, it cannot be worse than Halloween Gambit...

You are almost on the right track - you try these kind of tricks either in bullet against strong players OR in rapid against medium players.
This is because 2100+ instinctively play Bb4 in bullet, while players 1900- may need a few seconds to find out Bb4 indeed attacks d5 often enough.
Statistics should confirm this.
