What is the threshold for ban user that leave games

From my experience, on bullet games, I would say thanks to my wet finger that 10% of my games do not start because opponent left the game before the first move, or that leave the game without resigned (second case more rare though).

Two questions so :

• what are the criteria for banning those users ? (hidden question, is it possible to be more severe?)
• is there a way to not be paired to opponents with this behavior ?

I'm asking this because it's quite anoying , especially on bullet where we play a lot of game.

It's how pairing works right no? it'd be great (but as I terminate 100% of my games, I'm wondering how I'm paired so often with people that do not ends their games ... )

@DEIFI , it's an expression, it means that I do not have the exact value, it's an estimation.
