Wacky low humidity in my apartment building

Maybe you have a suggestion, I don't understand why the air is so dry inside. I have a 600 sq. ft. apartment. It is drafty through door seams and a couple of the windows. weather.com said the current outdoor humidity level is 44% and the outdoor temperature is 34ºF. The indoor air temperature is 73ºF. The heating system pulls in the outside air, so I turned it off for 30 minutes. I have one medium sized humidifier running. The indoor humidity is only 28%.

My apartment is on the ground floor of a four story building.
Does the system supply the whole building or does your apt. have its own?

Our unofficial state motto is " but it's a dry heat".
Humidity can get somewhat bad here prior to the summer storms.
The worst humidity I've endured was Pascagoula Miss. ,95f and 98pc humidity . Man you had to jump in the shower to get dry.
I'm Editing because I misread the title, I thought it was "high humidity", it's my bad...

Maybe fans could work?

One way to increase humidity inside is to put a couple of pots of water on the stove to boil.
Simple but effective.

I'm sure he has fans, but how are they going to help? Oh, right, they could clap their hands and move some air just like...like a fan would do. Actually, you're right about that fan thing! They should work ;)

but in the case of Dukedog's idea, with the pots with water, the fan could help to spread the humidity?

or otherwise install plants near the window ?
