Actually yes. But there have really many strong titled (even untitled players) too.

Those who are really strong have higher rating.
And players here make threads like 'I beat CM/IM' as if it's great achievement. There are many ways to achieve a particular title so there's no guarantee that the titled player got title the usual way.
