Only a noob chess player would immediately leave a game just cause they blundered their queen, to a rook no less which is a strong piece to kill.

Black didn't develop their pieces, so that makes it easy for white
@SilverMedal If you blundered a Queen or other piece,It's not mean that you need to resign,because giving up is stupid, you need to go forward to the end
I think He resigned because he queen was going (but it still doesn't matter because you can try and win without the queen so I agree with @Eyvazova_2009 )
Maybe he resign since the queen cant move and realised that the queen was in a pin
