+3 seconds at the end?

I have a feeling the game should award 3 seconds for every move you make under 15 seconds left...

I have the feeling that this should be awarded to ME ev'rytime. But that's no measure.

Speaking in terms of justice for all: no.
You can play 4+3 or 5+3 instead of 5+0, it's your own choice but just rewarding bad time management is nonsens.
Maybe rematches should have 3 second increment time.
Personally I feel like any clock settings with a decent increment is more time than a larger amount of time no increment. For instance 10+10 to me feels like much more time than 30 minutes. Even though you would need to make to 120 moves before your total clock matches the 30 minute timer.

Just a feeling for me.
This would defeat the purpose of the clock / time control.
With shogi, players use a byo-yomi clock just like you suggest.
The purpose of a game clock is to set an end time. It helps to pace out the game into three phases: The opening, middle game and end game. The purpose of increment time is to avoid losing winning end games on time. It also reduces the accordion effect of taking long to think and then trying to speed up to meet a time limit. Time controls could have fixed time until 40 moves and after that, players would get increment time to finish off the game, with better quality moves.

This discussion could go on and on, but it boils down to picking a time control that you feel comfortable with.
