You are right that, should it ever happen on Lichess, then that would be unfair, but it is a pragmatical solution. I am sure it would happen so rarely (has never happened in any game in my huge database for example), maybe once in five years at lichess, that some admin could as well in that case fix the result of the game. For this one game we will have thousands and thousands of games which now get the in my opinion fair result, draw. As said, chess.com does it this way and ICC and i guess others do so too. Your argument is valid but very very very theoretical. So theoretical that i believe we could make an exception for those cases where one has just knight or bishop left. (except, as i mentioned, cases where the other dude has just pawns.)
USCF rules are in the dark ages. Pig headed administrators who are unwavering, refuse to adapt to international FIDE rules. They are an organization unto themselves. Want to complain about FIDE? Certainly the administration is lacking, but they get the rules right. USCF administration is older and more steadfast than FIDE. Too boot, they refuse to update antiquated rules. It is their way of saying they are unique, something special, a way to say we don't need the international community telling us how to enforce rules of chess.

You have just made my point. Admins will need to be called in to adjudicate specific exceptions. There is no need for this. It is a blitz rule for crying out loud. A game that is solely determined by the clock. Players accept the terms, know in advance they lose if time runs out. If mating material remains on the board, end of discussion. Like I said, a can of worms gets opened. Next thing we know, 2 Knights, a blocked rook pawn, a lone Bishop, all requiring adjudication or special rules.
Best rule solution is the simplest.

Oh, BTW, did you know the USCF is an advertiser on CC? Ever wonder why CC adopts their rules?
Those who cannot stand losing on time when mate is possible should play with increment instead of barking at the moon.

Or play in the US / at US servers. FIDE, playchess, chess24 use a consistent rule set. I really appreciate that set!
LOL. OK, so we change the rules and appease the USCF. Then we listen to the other side, the vast international majority flooding the pages with their complaints! What then?
