Why do people let their time run out when they reach a lossing position?

I think people want you to leave the game. So they can claim victory
Either resign, get checkmated, or swindle a draw or even a victory if the opponent blunders.

Those who let their time run out will eventually get play-banned, and then banned if they continue to let time run out.

If they do it just to make you leave, and then claim victory, you can report them for letting time run out.
One of three reasons come to mind.
1.Internet connection broke.
2.Ragequit.
3.'Sportsmanship' is not in their vocabulary.
Internet connection broken is also possible, but very rare and coincidental given that they stall the game just as they are losing, but most of the time, it's the other two reasons. Letting time run out due to poor network mostly happens at other times, and they often reconnect and continue the game as soon as possible.
of course because they dont know that a warning exists for that

Yes I agree with you they don't want to show that they lost by checkmate or resignation
