If ip got ban ，i cannot create another account？

My account which is third is got closed by moderator, i never cheat at third account and no break TOS and got close.Pls help me to slove .

Well maybe what happened was that mods thought that u cheated (not that I thing u have cheated) and it is an offence to make new accounts after being banned. Appeal on your account that was first banned then it will be fine
