I'll grant you that there have not been many interesting threads, but a lot of that is because children have successfully pushed out most adults in the off-topic section, transformed it into a kids chatroom, and now don't have anything to say-. The adults, meanwhile, have no interest in participating in this children's chatroom, and thus don't make an effort to do so. I've warned about this in the past, but usually I just get called a kid-hater.
If you really want to improve the off-topic section and you're a kid, the biggest thing to do is to respect the fact that this isn't just for kids. Cut back on the unwarranted memes, the constant rickrolls, the hijacking of forums to talk about unrelated subjects. Stop deifying certain forum posters for no other reason than because they are popular. Take time and think about your responses to threads. If something doesn't bother you, don't try to correct it.
If you're an adult, then the only way to help is by enduring the often obnoxious behavior that is being exhibited often in the forums. Just as kids need to learn to respect you, you should also respect kids. Otherwise, they'll just get upset and ignore you.
One final point to remember-- The Off-Topic section has always sucked. Those of you who've been here for a while know this.
