Are laws made to benefit the people who are forced to follow them, or the ones making the laws?

#1 How often, if ever, are laws made to benefit the people who are being forced to follow them? And how often, if ever, are laws made to benefit the people who make them?
#2 Personally, I believe that there are leaders, aka, lawmakers, who think for themselves, and those who think for the people.
In other words, I think that sometimes, laws are made to benefit the people who are being forced to follow them, but most of the time, made to benefit the people making them.
#3 I think that this is a very interesting question, that can spark-up a very meaningful and impactful discussion.
I would love to know your thoughts on this subject.

Some laws may be to benefit the people who make them, but that doesn't entirely mean that they are doing this for selfish reasons. These laws could be very important to prevent criminals from becoming a leader.
Depends upon the law.a lot are made to benefit the rich.the poor man goes to prison.the rich man goes to rehab.
I was talking about the leaders who are not criminals, but that is a good point.
Luckily, not every nation has this case.
Note that leaders and lawmakers are not always exactly the same.
A lawmaker makes a law which he must follow him/herself.
A leader (if not democratic) can do things that normal people aren't allowed.

Of course in pratice this distinction can be "distorted". Like Italy's Berlusconi who made a law that let him get away with something which was illegal before.

I think many (not all!) people are noble when it comes to words and less noble when the temptation (money or power) comes. So in theory they do something that benefits the society and in practice they are corrupt and power-greedy.
at some times it was legal to send folk to concentration camps, american indians forced onto reservations ,Boer war, (english holding dutch settlers) , , ww2 (german occupied territories) , Cambodia (khmer rouge killing fields)
so what is legal is dependent on what laws are passed no matter how out of order those laws are
and when you get laws passed as bad as them we are all on bail
but those are extreme examples of the way laws can be made that are illegal to many ,
because they suit a political agenda and not whats good for society
