Only part I disagree with in the OP is the argument that com is any better. They are both overrun. It's not from an obstinate lack of concern about the issue, it's just that there are so many cheats on both these sites the task of mitigating cheat population in the player pool even slightly is monumental. Controlling it in some meaningful way without severe restrictions on account creation is impossible.
