opponent cannot win but I lost in time

In my game

my opponent cannot win:
if I play with king its a stalemate - FIDE Laws of Chess 5.2.1.
If I take a knight with bishop its a mate.
But I lose on time.
in my opinion and according to FIDE rules its a draw.
art. 6.9 the game is drawn if the position is such that the opponent cannot checkmate the player’s king by any possible series of legal moves.
But you can easily construct a series of legal moves from the end position leading to a checkmate by Black. Silly ones, yes, but the rule you refer to is what applies.

59.Kg3 Kg7 60.Kg2 Kf8 followed by moving the knight and you can carry on as you please.

Not true. Actually, no king move by white is a stalemate.
