I never recall it taking so long to be paired for 3/2 and 2/1 game until this past month. Has the player base shrunk or is there a bandwidth issue?
You are playing rarer time controls which means fewer people. Because you are also lower-rated (no offence), it also lowers your chances of being paired as more 1700s than 1300s actively play on lichess. Hope it helps! If you would like faster pairings, I would suggest 5+0 (Pretty close to 3+2) and 3+0 (close enough to 2+1) You can also try joining organized tournaments that are 3+2 or 2+1 to get paired with more people. (I'm pretty sure lichess swiss has 3+2sec option.)

My rating for the 3+2 format is 1550 and I still have connection issues. This was never a problem.
