Letting time run out in losing position

People who let their time run out are annoying especially in longer time controls. I don't understand what they gain from that except the satisfaction of being a jerk. This is quite unsportsmanlike but I don't see how it could be forbidden.
That being said, the unjustified draw offer is forbidden by the FIDE Laws of chess article 11.5 :
"It is forbidden to distract or annoy the opponent in any manner whatsoever. This includes unreasonable claims, unreasonable offers of a draw or the introduction of a source of noise into the playing area."
@Sarg0n My initial reaction was the same as yours, it's wrought with exactly the same paradox: Who determines what is an unreasonable draw offer?

But at least in OTB play (in a tournament anyway) there would be an arbiter whose authority was agreed to as a condition of entering. No such tool exists on Lichess, nor could there realistically be as far as I can tell.
Same with article 1. Useless. Because you can use it against all or nothing.

On a side note, has anyone heard that a part of intelligence is prolonging existence, or trying all possible combinations? Maybe that was some AI stuff I was reading, that AI is considered better if it lasts longer, or exhausts all it's resources before the code ends, or is turned off.

Maybe these jerks don't think they're jerks. They just don't want to die (lose), so they're prolonging the inevitable by attempting everything possible they know how to by wasting time, offering draws, and finally getting mated.

Whether the draw offer is reasonable or not is clearly left to the arbiter but we're talking about a position where there is a forced mate in one (not to mention 20 seconds on the clock). Could it be less reasonable ?
Though I think this article is mostly to prevent repeated draw offers when the opponent clearly doesn’t want to accept them, I don't see why it wouldn't apply here. The problem for the arbiter is that there may not be an appropriate penalty since the player is already losing.
Any player who offers a draw is penalized in the sense that they can't offer it again for N moves.

Maybe play 5+5 instead of 10+0 or something like that to not be waiting as long against opponents like that?
On fics people could be labeled an "abuser" if they were an abuser.

And You could set your seek to "no abusers" or something like that and then you wouldn't have to play abusers.
