This is horseshit.
A list is "Naming and Shaming".
Counter productive by any means.
Chess.com in it's early days posted a list of cheaters, thought it was a great idea, it's policy was to name cheaters, thinking by doing so it would discourage the act, only to find out the many obvious pitfalls at a later time.

IMHO the cleanest way to handle all of this would be to discriminate between "abuser" (full ban) versus "engine" like FICS can, and allow engines to have their own leaderboard, pool, tournament, etc. without stigma. Maybe even have some path to amnesty...

@Toadofsky yes, i fully agree. Proactive solution. It is also interesting to watch sometimes and it is good data for my opening database. Not the same quality like correspondence games but still good quality. I hope we get this some day.
