Why does stockfish say 1.g3 is the best opening for white?

Actually, stockfish recommends 1.Nf3. I have never seen SF recommending 1.g3 (in standard chess). Only once i saw that stockfish recommended 1. e4 and I was like: Wait, is SF sick?
e4 d4 c4 g3 and Nf3 (in no particular order) are all very decent acceptable first moves, among others, but these are the main ones. Since stockfish doesn't have a book g3 and Nf3 are often the most common to show.

The opening book does not affect SF's search at all.

Naka was just mentioning that SF will play more strongly if it uses a good opening book than if it doesn't (at the very least, it will save time on the initial moves).

SF does not use an opening book to affect its search. If a book is used, the book moves are played without any search at all. In fact, the opening book is not even interacted with by SF at all. Many UCI engines, including SF, leave it up to the GUI to handle playing book moves.
