Why all the openings of blacks named as defence?

Hi all I see that the opening of blacks are named as defence like Sicilian defense Dutch defense Scandinavian defense petroff’s defense etc is it because white starts first and black goes next?
Yes.

Moreover, some openings are labelled "attack," like King's Indian Attack, Bongcloud Attack, and Panov-Botvinnik Attack because they all start with a move by White.
I believe that is basically the reason. White usually have in many openings some small advantage, so black basically have to defend until he is equal. Some opening for white are named attacks, like Kings Indian Attack, Nimzo-Larsen Attack, Krause Attack (variation of Slav),.. On the other hand there is Marshall Attack (in Ruy Lopez) for black but I believe it is named attack because of aggressiveness of this opening variation.
Re: "is it because white starts first and black goes next?"

Yes. Since White starts the game, White has what is known as the initiative (that is, the ability to make threats) and thus Black is reacting to what White plays. Usually in the opening White's goal is to get an advantage while Black's goal is to equalize, though this is not always the case. The suffixes "Defense" and "Attack" are also helpful in conveying whether an opening is played by White or Black though a number of openings break this rule (namely openings with "Game" in their name which are very old openings, openings with "Opening" in their name which can be viewed as synonymous with "Attack", and openings with "Gambit" in their name which involve sacrificing a pawn).
