Ugh is this behavior widespread?

Just in the past week, I've had two unfortunate experiences, both in "long" 30+20 games:
1) 10 minutes into a game, my opponent says "sorry, I have to go, so you either accept a draw, or you wait". Huh? Wait? For how long? I asked why he couldn't just resign, he said he won't. Dude leaves for 15 minutes, comes back, proceeds to lose on time. Needless to say, the game was not very educational.
2) In another game, my opponent does not play well, and I end up way on top (like +12) with a lot of time on both our clocks. He offers a draw???? I laugh and refuse. He stalls. I express how pathetic this is in the chat, and I tell him I am going to report him, and he says "go right ahead". Luckily he got bored of stalling, so he stalled for just 10 minutes out of the possible 25 minutes remaining on his clock.

I have not played much here, but this is disconcerting. Should I expect this like 50% of the time when I am winning? I wouldn't mind this in a blitz game, but it's hard for me to find time to play 30+20, so when I get a chance and this happens, it is so annoying.

Unfortunately, you always run the risk of meeting toxic, impatient players. Just be the better guy and that's the ultimate reward :)
Report and move on is the best advice.
It's not a matter of here or there -- it's a matter of playing online. This is bound to happen with long time controls

I know... But I am a borderline social recluse/hermit type. You can't expect me to go out there and play with -gasp- REAL PEOPLE!!!! ;)
This is unavoidable. Bad sports can be found everywhere, but online it's worse because of the anonymity. Luckily such people are still a minority.

Just report them and move on. If you get upset, then they've achieved what they wanted. If you let them know what you think of their behavior, you're just letting them know that they've succeeded in unsettling you.
I ran into that a lot with 20 minute games. That's why now I only do 10 minute. For longer, I play the computer.

Next time someone does that to you take screen shots as evidence proof send it to the mods when someone says enjoy the wait means he's going to be an ass and let his time burn or move the very last few seconds.

People can also do that when you refuse to let them take back moves others might say mouse slip let me take it back if you say no live with your blunder he'll say enjoy the wait troll.

All kinds in Internet Chess nice players who are good sportsmen win or lose but there's many trolls and jerks too watch out!
30 + 20 is a very very long game that if you get an Ending that needs attention You can be there for probably 2 Hours online on one game ... Many years ago we had long time control games Over The Board & I had a game last 171 Moves & 11 hours split over an Adjournment with an FM that ended in a Draw . I had a Rook King he had a Knight Two connected passed pawns and a King @OmarGatlato80 ,,, Internet Chess most players play 5 minute 3 minute plaus 2 seconds or 4 minute ... Rapid at 10 minutes each sounds more your style but 30+20 Yes you will get stalled alot as they have time to waste
Maybe rating is also a factor. I would say that the higher the rating, the less frequent is this kind of stalling. One possible solution is to improve with 10 minutes games, and then get back later to longer time controls.
